Municipal Manager

Overview

As Municipal Manager I head up the Administration arm of the Municipality. I am responsible for Corporate Strategy and the drafting, management and implementation of Council's business plan, better known as the Integrated Development Plan (IDP).

The municipal manager is appointed by council. He is the link between the council and the administration, of which he is the head. He has to account for the municipality's income and expenditure, assets and other obligations such as proper adherence to all legislation applicable to municipalities. Subject to the municipal council’s policy directions he ensures that an economically viable, effective, efficient and accountable administration is established and developed, that the IDP comes to fruition, that municipal services are delivered in a sustainable and balanced fashion, that a personnel corps is appointed, managed, developed and disciplined and that sound labour relations are maintained.

My Office strives to enhance the relationship between the political and administrative centres of the council, to promote governance mechanisms and innovations in the areas of communication, strategic planning, information and knowledge management. Office of the Municipal Manager

The Municipal Manager as head of the administration is responsible and accountable for tasks and functions as provided for in, but not limited to the Local Government: Municipal Systems Act, No. 32 of 2000, Chapter 8 of the Local Government: Municipal Finance Management Act, No. 56 of 2003, other functions/tasks as provided for in legislation, as well as functions delegated by the Executive Mayor and Council.  The Municipal Manager is also the Municipal Electoral Officer for the Beaufort West municipality and appointed as such by the Electoral Commission. 

The Internal Audit section reports administratively to the Municipal Manager as the accounting officer.

Functions of the Municipal Manager

The Municipal Manager as head of administration is responsible for policy direction of the council and accountable for:

  • The formation and development of an economical, efficient, effective and accountable administration,
  • Equipped to carry out tasks of implementing the municipality integrated development plan in accordance with chapter 5 of the Local Government: Municipal Systems Act of 2000,
  • Operate in accordance with the municipality’s performance management system in accordance with chapter 6 of the Local Government: Municipal Systems Act of 2000,
  • Responsive to the needs of the of the local community to participate in the affairs of the municipality,
  • Responsible for the management of the municipality’s administration in accordance with the Local Government: Municipal Systems Act of 2000 and other legislation applicable to the municipality,
  • Implementation of the municipality integrated development plan and the monitoring of progress with implementation of the plan,
  • Management and provision of services to the local community in a sustainable and equitable manner,
  • Appointment of staff other than section 57 managers accountable to the municipal manager subject to the employment equity act no 55 of 1988,
  • Management, effective utilization and training of staff,
  • Maintenance of discipline of staff,
  • The promotion of sound labour relations and compliance by the municipality with applicable labour legislation,
  • Advising council and the political office bearers of the municipality,
  • Managing communication between the municipality’s administration and its political structure and political office bearers,
  • Carrying out the decision of the political structure and political office bearers of the municipality,
  • The administration and implementation of the municipality by-laws and other legislations,
  • Exercise of any powers and performance of any duties delegated by the municipal council, or sub delegating authorities of the municipality to the municipal manager in of the Local Government: Municipal Systems Act of 2000,
  • Facilitating participation by the local community in the affairs of the municipality,
  • Delegating and maintaining a system whereby community satisfaction with municipal services is assessed,
  • Implementation of national and provincial legislation applicable to the municipality, and
  • The performance of any other function that may be assigned by the municipal council.

 

The Municipal Manger as the accounting officer of the municipality is also   responsible and accountable for:

  • All income and expenditure of the municipality
  • All assets and the discharge of all liabilities of the municipality and
  • Proper and diligent compliance with applicable municipal finance management legislation
